This giant anime girl head is the work of one of Takashi Murakami's Kaikai Kiki artists. He goes by the name Mr. and was first recognized by the contemporary art scene while drawing characters on the back of shopping receipts.
Mr. is best known for his slightly pedophilic otaku-Lolita drawings and installations, like the series depicting a normal-sized man (always naked) with his miniature-sized anime girl toy. A slightly NSFW example after the jump.

I met MR. around 4 years ago in Shibuya while he was live painting in front of PARCO. Back then he was more Heidi meets Murakami than loli...
